The Manchester and Salford Universities' Military Education Committee, MEC for short, maintains an oversight of the three service units on behalf of the universities of Manchester, Manchester Metropolitan and Salford. The MEC receives formal annual reports from the service units and has informal inter-action between committee members and the service units throughout the year. The MEC is also a member of COMEC, the national committee.

Students of the three Universities and higher education colleges in the area may apply to join any one of the units on a voluntary basis.

Barry Plumb is a chartered electrical engineer whose career has spanned more than ten years in the aerospace and electronics industries, with periods working in the UK and the USA, and over thirty years in UK higher education, during which he has held senior posts at Sheffield Hallam, Plymouth and Manchester Metropolitan universities.
He has served as director on the boards of a number of companies concerned with spin-out technology aimed at exploiting intellectual property arising from research activity. He was a Director of the Manchester Science Park for thirteen years.
His last academic post, for ten years, was as Deputy Vice-Chancellor at Manchester Metropolitan University where his portfolio of responsibilities included research, learning and teaching, student support, the academic registry and management information. He retired from this position in 2008.
Barry Plumb took over the role of Chairman of the Manchester and Salford Universities’ Military Education Committee in 2011. The Manchester Metropolitan University will remain the host University for the Committee for a four year term until 2014.
