Committee Handbook

The Handbook contains useful information for all staff on the roles of committee chairs, secretaries and members of all University Boards and Committees. It provides guidance on Manchester Met's committee structure, terms of reference and conventions as well as a number of appendices with example committee documents including templates for agendas, minutes and action lists. Word versions of a number of documents are availabe on the Briefing Notes page for use by Committee Secretaries.


Three separate bodies share responsibility for the character, organisation and function of the University: the Board of Governors, the University Executive Group and the Academic Board.

  • The Board of Governors is legally responsible for determining the educational character and mission of the University and for overseeing its activities. The Board of Governors appoints the Vice-Chancellor and other senior members of staff.
  • The University Executive Group (UEG), under the leadership of the Vice-Chancellor, is the University's senior management team with responsibility for organising, directing and managing the University. The UEG is made up of the Vice-Chancellor, the Deputy Vice-Chancellor, the Pro-Vice-Chancellors: Education, Research & Knowledge Exchange and International, the Chief Operating Officer, the Director of Finance, the Director of Human Resources, and the Faculty Pro-Vice-Chancellors.
  • The Academic Board advises the Vice-Chancellor on the University's academic and other activities. In particular it considers and advises on matters relating to awarding taught and research degrees. To help it carry out its duties, the Board delegates responsibility for some matters relating to quality management to its committees, as well as to Assessment Boards and Programme Committees.

The Committee Handbook looks at the way in which the various boards and committees work and focuses on the committee Secretary's and the Chair's role in promoting effective decision making within the Academic Board structure.

A structure diagram of the three University organisational strands is given in Appendix A. Appendix B contains details of relevant terms of reference.

Definition of terms

Throughout the handbook the term "committee" is used to mean board, committee or sub-committee unless the context clearly shows otherwise. Where a section talks about a particular board or committee, this will be made clear.

Scope and application

The conventions and procedures described in this handbook are intended to apply to all University committees operating at faculty level or above.
